Does anyone know if the entire region (Veracruz, Monterry, Tampico) is affected by Carnaval dates in Feb and how this relates to getting a budget hotel room and chicas? It seems like each town has something going on but it is not obvious how big the celebrations are. Would it be entirely wrong to think I need to stay away the entire week before and after the specific dates to avoid gridlock no vacancies and higher rates?
